How do you make legal home made tortilla chips?

Trying to figure that one out myself!!! Have tried a couple of things but neither have worked!!! heard about buying the WW tortilla bread andbaking them but can't find any WW tortillas here in NE TN. Let me know if you experiment and find a way to do it and I will let you know if I do!!!!

Homemade Tortillas
4 c. whole wheat flour
1 t. salt
1/4 t. baking powder (they say optional, but they're better with it)
1/4 to 1/2 c. butter or oil ( I use olive oil...again they say optional, but I
always use it)
1 c. warm water
Combine dry ingred. in a bowl. Work in butter or oil. Add enough water to make
soft, pliable dough. Knead lightly on a floured surface. Divide into 6 balls.
Let stand, covered, for 15-20 min. Roll into thin circles between sheets of
floured wax paper. Cook in ungreased, heavy skillet or griddle until brown
specks appear on cooking side. Flip over and cook other side. These store will
in refrigerator or freezer. 16 servings.
The rolling them out is the most time consuming, but we love them for soft
shell tacos, fajitas...etc. Enjoy!
For tortilla chips, cut cooked tortillas into triangles and either fry in oil or bake until crispy.
